UAE Federal Decree-Law No. 4 of 2016 on Medical Liability forbids a physician from conducting sex-change surgeries. Sex-correction (reassignment in the official English) surgery is allowed only where the person’s sex is medically ambiguous, physical traits conflict with physiological, biological, and genetic characteristics, and a specialised health-authority committee approves. That is a surgery ban with a DSD / sex-correction pathway for medically ambiguous sex. It does not, by its own words, enact a separate puberty-blocker or cross-sex-hormone statute.
