Federal Law No. 386-FZ of 24 July 2023 prohibits medical interventions — including medicines — aimed at changing a person’s sex, including forming opposite-sex characteristics. The official presidential notice records an exception for treatment of congenital physiological abnormalities and specified genetic or endocrine conditions, by medical-commission decision. The prohibition applies to adults and children.

Separate from the 2023 medical-reassignment statute, Federal Law No. 478-FZ of 5 December 2022 — published on pravo.gov.ru — added “propaganda of non-traditional sexual relations and (or) preferences, paedophilia, change of sex” to prohibited information, including information that may encourage minors to change sex. The official presidential notice records administrative liability for that propaganda, including dissemination among minors. This is an information and youth-content rule. It is not the same instrument as the 2023 medical ban.
