Puerto Rico Ley Núm. 63-2025 (16 July 2025) defines a minor as any person under 21 and forbids medical institutions and health professionals from surgical interventions or drug treatments that alter the biology of sex of a minor under the pretext of gender transition or as treatment for gender dysphoria — including puberty blockers and sex hormones (androgen blockers, oestrogens, progesterone, or testosterone) and surgeries that modify or remove sex organs. Publicly funded bodies may not spend on those procedures. A DSD / physiological genetic or hormonal-dysfunction carve-out requires pediatric-endocrinologist or pediatrician certification. Criminal and professional penalties attach (fixed 15-year term; licence revocation; $50,000 fine for legal persons). No court-order URL showing repeal was located.
