Congreso communications record Proyecto de Ley 12285/2025-CR, presented 3 September 2025, to prohibit puberty blockers, cross-sex hormones, and sex-reassignment surgeries on people under 18. A later Congreso notice records that the Justice Commission approved a dictamen on that bill. Neither notice is an enacted statute.

Separate from the unenacted medical bill, Ley 32535 (published 24 December 2025 in El Peruano) is in force. Article 8(n) directs the executive to promote sex education with a scientific, biological, and ethical base, with parental participation. Complementary provision six orders the Education Ministry to issue those guidelines, put them in the national and regional basic-education curricula, and eliminate references to educación sexual integral (ESI). Complementary provision three maps “enfoque de género” language to an equality-of-opportunities approach. That is a curriculum statute.
