The Norwegian Healthcare Investigation Board (Ukom) found the evidence base for treating children and adolescents with gender incongruence insufficient and recommended that puberty blockers and hormones be regarded as experimental, with a revised national guideline based on a systematic review.
Ukom’s recommendation is the official medical restriction. No legislative ban is listed. LK20 is the school instrument.

The official LK20 social-studies curriculum (SAF01-05) requires, after year 7, that pupils reflect on variation in identities, sexual orientation, and gender expression, and on boundaries tied to feelings, body, gender, and sexuality. That is a national curriculum competence aim.
