Lithuania’s 2022 health-ministry procedure for gender-identity disorder is for adults. No official pediatric puberty-blocker protocol is listed.
Order V-1307 of 4 August 2022, published in the Seimas register, regulates diagnosis and drug treatment of gender-identity disorder for adults (pilnamečiams asmenims). The National Health Insurance Fund’s official English notice says the same procedure is for adults. The text names opposite-sex hormones for those adult patients. It does not set a pediatric puberty-blocker clinic or protocol. The Constitutional Court school ruling is listed above.
Schools detail
On 18 December 2024 the Constitutional Court held item 16 of Article 4(2) of the Law on the Protection of Minors against the Detrimental Effect of Public Information — the clause treating information that “expresses contempt for family values or encourages a concept of marriage and family creation different from the Constitution and Civil Code” as detrimental to minors — to be in conflict with the Constitution. The rest of that minors-information statute remains. The Ministry of Education’s Life Skills general programme (Gyvenimo įgūdžių bendroji programa), in force from 1 September 2023, still includes sexuality education among other topics. Official sources therefore pull in more than one direction.
