MINSAL Circular B/N° 7 (4 June 2024) names puberty blockers and opposite-sex hormones for adolescents, says there are no national technical guidelines yet, suggests deferring new starts, and lets current patients continue. Deputies introduced Bulletin 17798-11 in August 2025 to prohibit surgical or hormonal “cambio de sexo” under 18. That bulletin has not been enacted.
The official MINSAL circular is the current ministry medical text. It names puberty blockers (bloqueadores de las gonadotropinas) and opposite-sex hormones (terapia hormonal cruzada) for adolescents, suggests deferring new starts until a national guideline is published, and lets people already on those drugs continue. The official Chamber tracker for Bulletin 17798-11 is the source for the later bill. The Biblioteca del Congreso Nacional inventory dated July 2026 records that bulletin as “Prohíbe y sanciona intervenciones quirúrgicas u hormonales para cambio de sexo en personas menores de 18 años de edad,” entered 20 August 2025. It has not been enacted.
Schools detail
Ley 20.418, on the official BCN Ley Chile text, requires State-recognised secondary schools to include a sexuality-education programme.
