Belarus Ministry of Health Resolution No. 163 of 9 December 2010 (as amended) approves an instruction on changing and correcting sex at the wish of an adult patient in state health organisations. The official Pravo.by text is adult-only (совершеннолетнего пациента). That is an adult-only sex-change/correction pathway — minors are outside it. This medical cell is Restricted for minors — a ministry instruction, not a legislative ban. It is not described here as a separate puberty-blocker statute.
