Albania’s Deputy Minister of Health and Social Welfare, Eugena Tomini, told the official news agency ATSH on 29 May 2026 that the April 2026 hormone-treatment guidance is a clinical orientation document, not a final therapeutic protocol; it does not recommend starting treatment in childhood; and it refers only to adults in that target group, with informed consent. That is an adults-only public-system hormone pathway clarification. It is Restricted, not Affirming. Earlier press claims of age-16 (or 14) starts are not the ministry’s position after this clarification.
