Conselho Federal de Medicina (CFM) Resolution 2.427/2025 is a professional ethics / medical-board rule, not a criminal statute. It was signed 8 April 2025 and published in the Diário Oficial da União on 16 April 2025.
What the resolution forbids. Article 5 forbids a physician from prescribing hormone blockers to treat gender incongruence or gender dysphoria in children and adolescents. Precocious puberty and other endocrine indications recognized in the medical literature are carved out. Article 6 forbids cross-sex hormone therapy before age 18. Article 10 says the resolution does not apply to people already using hormone therapy or puberty blockers. Gender-affirmation surgeries are forbidden under 18, and surgeries with a potential sterilizing effect are forbidden under 21 (art. 7).
A lower court in Acre later paused the resolution. The Supremo Tribunal Federal then restored it; see the 2 October 2025 news post.
